how do you go about getting a new race change option if you have used the ones you had up ?

Buying the $20 supporter bonus will grant you 1 additional race change. (plus the usual resources and ppt you get)
Alternatively, you can ascend and get race change counts that way.

Do you get a race change if you get a name change ?
Also what about after a period of playing, (every (half) year)
