Preventing multies

I'm not script expert or IT in general but can't game have a safety measure of preventing accounts of same isp being created.

Say Jo Bloggs sets up an account then their "brother" Phil attempts to, but gets an error message along lines of "an account from this location already exists, please contact Admin to activate new account"

Maybe factor in a time limit on attacks from same isp on any other account too, like how you can't trade with accounts from same location.

just thoughts for those programmers out there to ponder
