There are a few of us that ghost around forums but no longer play.
And then there are others in Jotunheim which is/was a place for members of both MaYHeM and DDE.
There are still members but as an alliance mH is/was barely active two years into the war with TAF (used to be OE as well in a 3 empire free for all but OE withdrew from the war and reached a draw with both sides if memory serves).
Though my information may be outdated I haven't played actively in over a year now since I sold my main.

If a third party surrenders to the first two parties, is that really considered a draw?

No, but a surrender is not what happened in this case.
Well I can't speak for what they did with TA, but I was involved in the ending war talks with OE and DDE,
