Planets bug

Well not sure is it bug or the new game feature. But i took a planet recently and wanted to build a def on it. And it gives me this error:
You cannot build defences within 24 hours after conquering it.
Your geologists are still working on getting to know the planet.
so what the hell it is? i know in the past you could build a def, but now we cant. So how are we supposed to protect a planet we took from retaking? As in the past you could at least build some def and try and stop the owner from taking it back or he should build a fleets and risk losing them while retaking.
Or was it the same **Filtered** update which came with the one were u cant now abandon a planet after taking it?
