Whats the deal?

I used to play this game in 2007, only recently returned. Back then it was against the game rules to have multiple accounts, is this still the case now? Only asking because I've seen a few posts which seem to suggest people have multiple accounts and its openly accepted?

welcome back
You are now allowed two accounts, one being a conventional "main" account, and the second being a legal multi account acquired from playing the
newgrounds server, marked with an * at the beginning of the name.
