I figured it out a while since - there are options in the preference page that dictate the layout. Great work all round 😉

haven't seen the layout but seen some say it would prevent scripts, if so why hasn't it been made mandatory?

Choice is important.

There will be a mandatory new release which will permit some element of choice while enforcing a standardised layout.
Will allow a choice between the *look* of the old school / classic / latest menu's while making sure the pages are identical.

yes options are important but surely more important to make the game less acceptable to cheating?

I should have started with "no, that is far too simplistic a statement" in response to your "I hear it prevents scripts," so we could avoid this highly inaccurate conversation. Your premise is incorrect, don't believe everything you hear.
If it were a fully functional layout that, consistently, worked as good as the old layout AND prevented or discouraged scripts, then yes, any old styles would be disabled in an instant - nostalgia and choice be damned. :) It does neither.

Now, the new layout (not the old 2017 edition) offers a choice for the sidebar of the look and feel of old times ('05, '07, '17 and '18 menu options), while enforcing a standard for all other page elements. Once that has been thoroughly tested, especially against the 00:00 session weakness, it will be deployed.
