Why am I paying 2% if the text says I should pay 1%?

TEST with dummy alliance: if alliance banking fee is set to 0, it will not charge any fee when banking despite being non ascended race without the income bonus.

That's why I have a banking fee, but the issue is that it's charging me a 2% fee instead of 1%.
