Blood War meter handling and crash-test rollout

Hi,

Informed by various different reports and a legacy bug record related to the Blood War, I have been working on the Blood War meter path. This is partly a performance clean-up and partly to make the Blood War meter more representative.

The old meter calculation rebuilt itself from current alliance membership over and over again. During active pushes toward Blood War, that could become expensive very quickly. It also meant that alliance roster movement could affect the meter after pressure had already been created.

What changed:

- Once an alliance pair reaches the Blood War warning zone, the relevant established active members are locked for Blood War meter calculation.
- Joining, leaving, kicking, or moving accounts will no longer move that Blood War pressure into or out of another alliance.
- The meter still uses the rolling attack window, so pressure can still fall away naturally.
- New members need time in the alliance before they count as full Blood War meter participants.

What does not change before Blood War:

- A one-sided high meter does not, by itself, block normal gameplay.
- Miner and lifer training/untraining remain available before Blood War is actually staged.
- Lifer suicide missions remain available before Blood War is actually staged.
- Vacation mode follows the normal non-war rules before Blood War is actually staged.

What changes once Blood War is staged:

- Miner and lifer training/untraining are locked.
- Lifer suicide missions are not available while both alliances are in Blood War.
- Vacation entry and vacation return are locked for involved alliances until the Blood War clears.
- Lifers remain outside Blood War accounting for now.

This first rollout is being watched closely. The goal is to make the Blood War meter more representative of real action between alliances, cheaper to calculate during heavy attack volume, and less surprising for normal play before the actual Blood War start window.

If you see something odd around the Blood War meter, please report the alliance names, approximate time, and which direction the meter was moving.
