If you can see a players armysize and money does that mean your spies won't get caught trying to gather info?

not necesaraly....u can see treasury and armysize even if u have a lower covert action then the enemy...

I would disagree. I have NEVER got caught gathering from someone who's naq I can see, if they have high covert it takes a few attempts to get what you want, but I found its just a matter of time.

I have, but never on the first try. I once got very little intel on the first try, tried again and got caught. So it is possible.
