Whats the difference between the two? Do they give different amounts?

to answer your question: miners can be untrained, lifers not

Miners generate 80 Naq/turn each. They are trained from untrained. 10% of those trained will become 'lifers' - forever banished to the mines (ie they are untrainable). The remaining can be untrained.
They still give the same amount...
If you train 1000 into miners, you will get (100) next to it. These are the lifers...
They will not be untrained...
You will only be able to untrain 900 of the miners...
