instead B LOANs A the 1million UU/miners! These UU/miners are sent to A and are effectively LOCKED, they cannot be trained, transfered, sold on the market and if B decides to delete his account they are automatically returned to A!
When Player B sends A the UU their would be some sort of contract agreement (like in the market) requiring agreement from both players and also a set period for repayment!
So, if B sends 1million UU to A at an agreed contract of 2 days (perfect for PPT) then for 2 days these UU are kept in A's account but are LOCKED! If at the end of the 2 days (contracts limit) A has not returned the UU voluntarely then (a) they are automatically returned to B! and/or (b) their is a 24 hr period in which A is effectively placed on Vacation Mode (their could be a message saying {Currently Under Investigation for Possible Scamming} and if they are still NOT returned then they are automatically returned and B is compensated with the naq production on which he missed out and also given some UU from A's account (say 10kUU)!

Note that the function is to GIVE - not lend. If you GIVE resources to someone, the game administration has NO ability to return them to you. Place your trust wisely, or risk learning one of the lessons the cosmos can teach the hard way.
