Normaly i would do an insane little dance and yell at you to use the search button.
But i've been gone for a few days and unless some twisted ursurper beats me to it this will be the first first answer i've been able to give....
Miners increase your naq/turn
Lifers are miners that cannot be untrained, but otherwise do the same thing (increase naq production)

Hit yourself in the head with a big hammer. Every time you do, you make another miner! Make as many miners as you can before you pass out. Fun game, huh?

You will see a number beside your UU...
That is how many there are. If you have enough naq you can train that entire number...

To add upon all this great help.
You get UU from Increasing your Unit Production. You then can train the UU into anything you want.
For miners
1 miner with no officers earns you 80 naq per turn.
When you get an officer, or multiple officers miners add less naq.
At 30% of your income to officers it adds - 56 naq per turn
At 25% of your income to officers it adds - 60 naq per turn
At 20% of your income to officers it adds - 64 naq per turn
At 15% of your income to officers it adds - 68 naq per turn
At 10% of your income to officers it adds - 72 naq per turn
My assumption is that you are new to the game. I would advise you to work on your Unit Production, until you reach 1,000. During this time, put all your UU into miners. Then once that is done, build a decent defense, and a decent covert. Then once you hit that, work on U.P. and miners again.

What race did he pick? Really Defence seems useless, especially under 1bil. Either your on enough to spend your Naq or someone big enough will come along and steal it no matter how low your rank is.
Work on UU till 1000+ and miners and covert, as your covert goes up you get to see more players who you can attack for Naq, and hide yours from some of the players who want to steal yours.
Do not buy too many miners that you get attacked everytime before you come online again. Last year over 20mil out was a trigger, now it seems to have moved over 60mil.
Store Naq in weapons then sell them to buy the next Covert level....
