To be a tollan/prior you need to 'ascend'
(In order to be a Tollan you must be a tauri and ascend)
The exact steps will be made clear when you get there.

To be a Tollan you first have to be a Tau'ri and earn enough Glory and Reputation points to ascend (1000 by the book but you can't use them until you have 1001), you start earning them at rank 873 but that will change by the time you get there.
