Maximum considering raidable rank

Hi!
What is the maximum considering the rank somebody with the ranking X can raid? A formula would be nice.

try raiding sumeone really really low and it should tell you,
i think it is your rank + 10 * 10 there abouts, so if your ranked around 3,000 then you able to raid ppl upto 30,000

Due to the nature of personelle raids, you can only travel to a maximum of your rank plus 10, tenfold, to engage
