No, this isn't a witch trial. You can't just point at someone and say their a witch/cheater and have people spend time and resources investigating.
It's up to the person posting to include some sort of proof as to why you think they are cheating, THEN the in game mods may have a look to see if your proof is valid.

I dont know if this guy is cheating or not but 4 of his officers have close ID's

As you can see this could all be legitimate, however the two people with similar ID, rank and army size did make me think.
I doubt however that he is cheating as he seems to have a lot of officers so he might just be a good commander.

As to the other matter sonic boom is a worm and he probbly does cheat
as for the people sayign wheres the proof, he doesnt need it , the game mod doesnt need proof all he has to do is some searches, but alas they will be hard to find without any ID's given, btu maybe this fellow doesnt know what they are exactly just that his mate told him he had them , so back off ok.
