They don't need weapons, and they do kill your opponent's spies, as long as your anticovert bests your opponent's covert. If your opponent has better covert, they do no harm to his/her spies

That is because your anti-covert may get a massive boost to their power depending on how well your normal strike troops do against the enemy defense (among other things including rank and etc.).
I believe the bonus maxes at 300%
