how do you make someone your commander? if you can't how do you start out as someones officer?

Look up the name of the potential commander in the attack directory (as if you were about to attack them) type the name in the search. This is located at the bottom of the page. After this, it should bring up the name of the potential commander. Scroll down, then underneath the commander's stats there will be a button "make this user my commander" Hit it and good luck!
