is there a special forum or way to ask for turns if you are a noob?

No there's no special forum, altho if you have other currencies you can go look in the Black Market section for good deals, but if you seek turns for free, I doubt that you will get them easily, I even doubt you will get them at all. You can ask your commander for some, or even some of your friends.. Or wait for them be produced, a slow methjod, but the most certain of all.

ok..also..no matter what..you will always make one turn per 30 min...right?

Yes you will.
Btw, I forgot, if you can't afford the Black Market and got market ss, well you can use the in-game market to get turns, but waiting for them to generate seems more affordable for you

i believe someone is running a newbie store with discounted prices...only newbies can buy there. search the black market, or cross-server market for it ^_^

Although you do get 1 turn every 30 minutes, if you go above 4,000 turns, you stop producing them. Just a little tidbit.
