buying $ SS not accepting in broker

has any1 had problems using the broker to buy SS for some 1 else, when the broker 1st started i had to transfer the $ to the person whe needed it b4 they could buy it.
just tried it again now and it looks like it still dont want to work for me, just tried it with IE and FF but still the same.

any1 else having these issues.

right not sure if this was the problem but there should be somthing for 1st time SS buyers to get SS even if there market turns are all used
