Did someone sell a raiding guide? If so can you say who and how much it cost because I want to buy it.

There isn't a guide i'm aware of. But you don't really need one:
1. Choose a target with (a minimum) of 50K+ UU (preferably 100K+)
2. Make sure you can get past their defense.
3. Declare war.
4. Use 15 AT

There are many methods to achieve that

I've only been raiding around 200k a week here lately, but that's only with about 10k turns. Once I'm able to afford more turns...
I don't really want to give too much away, but the keys for me are time, turns, and efficiency. You have to know when to stop raiding and move on to a different target. Finding decent targets really isn't that hard, there's tons of them out there. You really don't need big scores to do well, you just need a lot of farms.
The best farms aren't always the guys with the high UP either... those just have more people watching them so they aren't really worth hitting very often.
The main thing is that you're going to need a boatload of turns. You can trade some of your raided UU in for even more turns on the black market, and still pull a nice profit as long as you know what average you need to stay above. Turns and time, that's all you really need.
The bad part is that raiding has become pretty popular within the last couple months. The farms and turn supplies both are starting to thin out again, making the payoffs lower than they were a while back. You also take the chance of one of your farms or their commander getting upset with you and taking you out. Raiding is fairly risky, but with potentially huge payoffs. So far I've been lucky / good enough to avoid getting crushed by anybody, but then again I'm not as aggressive as some raiders.

You dont need a target with 50k uu, only 30k. Then when your done you just sell the UU for AT. Then repeat to make over double the profit. There are plenty of buyers around, like me
