solution to 'attack limit' implemented on all servers.

ok - there were 2 camps.
1) no limits, slows it down, etc
2) liked limits if you were online to defend or delay against massing instead of being totally helpless, and done in under a minute.
the scripts i have dealt with a couple of ways, and this was a 3rd line of defense. scripts attacking same person until some condition is met will still be addressed by this solution, but the 'attack each of 100 people once' will be left with the other 2 lines of defence
the solution:
def con rate increases the delay between any attacks on your realm. in effect your def con creates impediments on how quickly people can get in&out of your realm before the next wave of attackers can enter.
Currently the setup is defCon level of 10/20/30/40/70, divided by 5, seconds between attacks. SO the top defcon level of 70 would force a 14second delay between attacks on your realm. A 'none' def con is no delay at all.
so ... unless people PURPOSEFULLY slow down those coming at them by paying the cost in defcon, there are no limits. If people pay for the extra defence, then it is not me -but them - that are affecting your ability to hammer them
I think this addresses both camps, and adds a little to the game at the same time....especially in massing
