What the hell is it???

This should be in the newb/FAQ section.

Basically it is just a way for people to recover from attacks. I believe that def con causes the number of attacks to be lowered, but I don't know if it can be achieved without def con.

I know what is def con I meet it really often ...
But here there's no buttons for offense actions (raids sabbs attacks)

I find it really bad it disables the war actions and farmings

If they're on critical you can still destroy their defense, it's just enough attacks to do so. This just gives them a chance to keep their spies. You can hit them twice after the turn change before getting the message again.
