gould/system lord bonus for naq per turn

is there a reason that system lords dont get the naq bonus?
do all ascended races not have particular bonuses? now ive jsut asended i dont get extra naq?

all ascended races loose there former race bonuses however they get a 5% bonus on everything the first time and 10% the second etc
