go to the index and look doooowwwwnnn to the recruitment forums, either commander or alliance are available there

On topic, I would advise any would-be commanders to thoroughly browse the competition. Not only will this help you avoid foolish looking recruitment posts, but it may help give you a sense of what officers are looking for at this point in time (rewards, naq, protection etc.).
