untraining/training spies

If I untrain my covert spies into miners and later on down the road train them back into spies will I still have the same covert I had before or no?

Spies always give the same covert stats I believe.

yeah, but what about covert levels? I know they multiply you covert action, but when I train them back will I still get the same multiple?

yes. untraining spies will lower your covert rating, but if you train them as anything else and then back to spies, your rating will be unaffected (why would it be?)

Yeah, the covert level multiplier always stay the same, it would look something like;
(Number of spies x covert per spy at clvl 0) x clevel multiplier
EDIT: Wooh 3 answers at once at the same moment in time xD

There is no way to alter what each single spy is worth other than covert level/technology upgrades.
If your level and technology have not been upgraded since untraining the spies, once you retrain the exact same number, you will have the exact same covert strike value.
