I've searched on the forums for this and can't find an answer.

My covert stat has a plus sign next to it. I have a covert/anti covert planet, but I'm not too sure if that has anything to do with it (wouldn't the anti covert stat also have a plus next to itl). So any ideas?

The plus means covert action + anticovert action makes your rank.

It's the same with the motherships stats as well.

not since the inception of fleets xeno.
