how come i can see peoples army and not there naq and sometimes the other way around i can see there naq but not there army
can any1 tell me how come this happens

Keep boosting it.
You will want at least 70%+ of your targets covert to ensure a fairly accurate spy report.

your covert is high enough to see 1 thing but not all of it

YOu can never see naq but not army size.
In order to see their army size, you have to have 1/5 of their covert power.
I.e. they have 5 billion, you need 1 billion.
In order to see their naq, you need to have 1/3 of their covert power.
i.e. They have 6 billion, you need 2 billion.
