turn limit

if i have like 9 k turns and someone sets a pb for 2 k ats can i accept it?
edit
and what happens if a pb deal expires, do the resources go back to the guy who sent it or do they get deleted?

If a pb deal expires ressources return to their respective owners, and I believe, with a penality of a few % of what was being traded.
