Problem about officers income & my up ~ bug?

I have a problem at officer's income and my up production..
I have a commander and officer that has 2 officers too, and I don't get any up from him, it's the same, and very strange:
I have 17 mio naq production at turn at the moment, my officer has got self-income of 3 million naquadah only.. so when he became my officer, he got 9 mio naquadah on turn, and I didn't loose the 30% of naquadah I'd need to loose cause of officer income rate.
but when I guess about 3 hours after, I lost 30% of the income.. but his naquadah production was lowered back to 3 million.
and I still don't get any unit production bonus from him lol..
please help me
