Covert sab limit?

Has the Sabotage limit been greatly reduced lately or do replis always get a higher limit then non-replis? Because I was max sabbing someone yesterday and again today on quantum and afterwards I checked my logs and saw that I had done 12 sabs to one and 16 to the other. 
It reminds me of old times. I will await some word before I go on another sabbing spree.
