Only if you have Full SS, the give ressources to player input fields when you go on a player's stat page. There you can give ressources to anyone.

if you have SS and the person you're trying to give stuff to does not. you can send stuff via the original SS transfer system. which you would see on their stats page, however, that leaves things open to being stolen unless the person is on and knows your sending it.
