Normal attack vs anti-covert

Hi, this must be a really dumb question and I've searched the whole newbie section for an answer (which I didn't find), but...

Do I need attacking units to assasinate enemy spies.?
If so, do I need to overcome the enemy's defense to still do damage to their spies with my anti-covert units.? (or can I send a small amount of attackers, not overcome the enemy defense, but still slay gazzilions of enemy covert units).

I know that more attacking units help fight enemy covert units, so more is better. I just want to know if I really need them anyway, or if it'll be sufficient just to send one merc with one gun (and a bum-load of anit-coverts..)

Thanks in advance.

if you don't have any attacking units, i don't think the game will allow you to attack.

and if you attack a stronger force, you won't get your assasins to engage the covert force.
in addition, your targets defence will take out your assasins when they would try to break off.

in short, using anti-covert is best done to a 0 defence target.
when your strike adds to your anti-covert.
