New Bug with Spying

for example, say i have 125k covert and about 3.5 billion in covert power, the bug allows me to confidently spy on players with over 10 billion covert and NOT GET caught.

It happens to me sometimes, but I don't think it's a bug.. Planet related maybe?

A rule of thumb I use without using the calculation is, as long as my covert is 1/3rd of the other player, I should be able to successfully spy them for the first time.
Try spying them repeatedly, you'll get caught when their covert tech kicks in (more likely if the other player is a Replicator).

1) if you can see any of their stats on their rank page. you can spy them. easy.
2) otherwise it may be a bug.
this falls into the first catagory i believe. as your coverts aren't actually that "differant" in sizes.
