u need to have left your current alliance... might i suggest u just join an alliance that already around... that would help u to gain power faster IMO

on your command center page go down passed the realm alert button and you'll see
"list of alliances" in bold white click that it will take you to a new page where you'll see "create alliance" at the top of the page
but like arti said your better of joining another alliance and getting stronger before you start your own
