Spy Log Bug???

Hi! I've spied on a lot of guys. I had covert 15-17 bil and guys I spied had covert 500 mil-1.5 bil. I was not able to see their planets attributes/defence/size in 5 spying operations on each of them. It looks impossbile that I cannot see his planets ranks....so is this maybe a bug?
