I think this translates as..."After PPT, how often do I/can I fight?"

The answer is, as often as you want, providing, you have enough attack turns to do so.

and people can attack you as often as they like, as there are many other people some of which always sem to have turns

as long as u spend ur naq or bank it before it gets to high noone will attack you cuz u got nothing to take.
