intergalactic council ingame polls

Just a quick idea inspired by some space simulation i recently played.
since a lot of players arent visiting this forum at all and their vioce is never heard, maybe we can establish an intergalactic council in main where every player got 1 vote per poll, he will only be able to see the current result after he voted. maybe three option, yes - no - abstain. simple majority decides.
polls can only be set up my admin or mod crew and can contain upcoming ingame changes, random events (like war taxes, limiting of trades etc. ban of ppt for a certain amount of time, etc) or whatever they like to suggest.
of course the forum can still be used to discuss things -but this way all non-bug/anti-cheaters-updates could be implemented a bit more roleplay- like and every player can vote secretly. another advantage, the admins will get a wider feedback then from the usual 250 forum users. (and every single player gets the feeling he can actually do something to decide the game progress).
your opinion? interesting or just a waste of time?
