Hey

if you have no commander you get 20 % to your UP right?

do you get 20 from your raw UP, or from your UP + UP from planets or your raw UP + UP of your officers or your raw UP + up of your planets+ UP of your officers

no comander 10% to up and income
self comander 20% up

Yeah it is a % from your raw not total
