Increase your UP (unit production) found at the bottom right of the training page.

Your recruitment link at the bottom of your command center gets you one untrained soldier per click. You may only click it once per 24 hours, but your friends and allies can click it to give you a small boost (max of 50 troops a day from clicking).
I recommend heavy work on the unit production.

you dont have to just use untrained drones however, buy mercs to man weapons and so on...also a UP of about 500 really would be quite decent if you really wants loads of untrained..more than that is better though..heavy up work im afraid.

There is something that you lot have missed out as well. If you have officers they give you a percentage of their UP per turn, in return for a percentage of your income per turn.
