Why would you want to swithc races?
To abuse the bonuses?
If that were the case, you should lose everything possible before achieving a switch.

If it's because you genuinely want to switch races, well, everything has it's price, if you'd have decided what races you wanted it earlier, you would have had to pay less of a penalty.

It should stay, and, I still believe there should be an even harsher penalty for race switching.

you shouldnt keep it, as race banks have different names and are therefore different facilities.
