I am no longer earning G&R if i drop down to the 1200 rank range, or even 1170 or so. I assume this is because all the deleted accounts links were removed. If they were never counted for total accounts, then is there another reason?

your right less player so you need to be higher in rank to get G and R point its about 1007 now.
