Could be a player buying mercs from your commander, and was dismissed once the deal was complete, or it could be that your commander saw this guy and dismissed him. Best to ask your commander what happenned.

I never tried, but I belive that it is possible to JOIN an officer than leave, but you cant join another officer for 24hrs afterwards.
