Hey sory for this topic but i just don't get it

if i want to stop enemies spies and kill them when they spy me, do i need just
Counter-Intelligence skill bigger then he has cover

or do i also need bigger covert than he does....?

Anticovert is only for when you're attacking, they go and kill their spies, but like I said, thats only when you're attacking/massing. Covert, in a nutshell... if I understool the question right..

ok but does the covert by itself kill ppl's spies when they spy on you?

Not unless they are dumb enough to attempt to spy on somebody they see ??????????? on the stats page. In that case, yes it will kill some spies, but not all of them.

I get these all the time because I like to lay low and raid:
