Once your are in an alliance, how do you give money, units, and attack turns to other members?

supporter status...

most people on the forums refer to it as SS
you have to pay $20 to get it, and it doesn't require an alliance.
just most people who do have it, are in alliances.

However, a commander can give mercenaries to his officers without SS - these can then be used to strengthen attack or defence, or can be sold to generate naq (but at less than the original cost.
