what does this mean?

i went to attack some people and some of them i cant attack, and there the one with the most money
it says
user is currently in protection, under the Covenents of the Protected Planets Treaty.
wats this mean

it means they are on ppt, they cant be attacked for a period of time, but in return they cant attack or the protection will be canceled

ppt lasts 2 days+remainder of turn (numbers go into negative till next turn comes out)

Buy it on the market. You need at least market SS to buy PPT iirc. You get Market SS in exactly the same way as you can buy ppt

i have that ppt thing but i wont to attack some peeps i went to attack em and it said this will remove ppt or something like that, if i attack them will it remove the ppt and will i have to give up 120 turns and 2400uu?

No, it just removes your protection. Lots of people jump off PPT early if they see something worth jumping off for. Each PPT you buy off the market also increases your bank size by 10% of your natural income so it's not just for protection only.
Although being able to take a couple days away from the comp is quite nice sometimes, and some people use PPT's during the work week to enable them to safely make more naq than they would with setting realm alert. Though it's usually best not to buy PPT's unless you make at least 2x the naq it costs you to go on the PPT. You can also get a PPT by trading turns or UU, but I wouldn't recommend doing it unless you really need it.

or unless ppts are cheap and u can afford them easily
