but i bought it till i realized that is useless if you don´t mass someone

my ex commander told me Anti-Covert is was waste of naq,
so i stopped upgrading it along time ago, but it's level 18

Mine's 2 levels under my covert, exactly where it should be. I do need to upgrade both soon though.
