i get around 23 naq for each soldier per turn i have friends, non gould, making 50 per turn per untrained solder, Y???

Yes it is 80 for non-ascended and non-goauld miners. As far as UU goes, don't leave very many untrained out or somebody more powerful will just raid you. Train them into something, anything.
