does a successful recon mission depend upon having a higher spy lvl than enemy or having a higher covert action lvl that enemy??

also, does the bigger the gap between you and your enemys spy lvl/ covert action lvl mean you find out more info about enemy??

Spy effectiveness is the key here. Of course this is made by higher lvls and more spies.

For your second question, yes. If you have enough covert prowess, you can see all of an oppoent's stats.
