i was trying to attack this person who had alot of money, but hes in like rank 22000, i can spy on him, and sabotage, but the attack buttons not there? why is this.
and he was not under ppt

Although I doubt he'd be ranked that low unless he got 200% destroyed. I got massed a few days ago and dropped to 9k

a lack of turns does not remove the button.

Phased is when a realm retreats from many attacks while on Nox protection. You'll usually be able to attack them a few times after the next turn change. The only other things that would remove the attack button would be if the person is your officer (I think?), or if you are declared peace with them.

does anyone now how i could attack the person cause theve had alot of money on, but i could not attack em, i can attack other people, but not this person

have they shared your ip adress in the past few days? i kno for a fact that i cannot attack my brother because we share the same ip.the attack button is not present but the spy and sabotage buttons are still present

make sure he isn't on peace status
