I was looking at the realm settings and it says critical Costs Naquadah/Turn, Increases Covert Defense how much does it affect the turns? I can see it effect the money alot, do I get 1 less turn per 1 hour?

No, you misunderstood. it says naq/turn, as in a percentage of naquadah per turn. You still get one turn every 30 minutes (3 turns in quantum).
